More positive changes coming to the downtown area. A few rundown blocks just right across the street from Intrust Bank Arena, but a few businessmen are wanting to change that. 

If you've been downtown to Intrust Bank Arena for a sporting event or concert you may have noticed the same thing that caught Bruce Rowley's eye. 

A rundown building with the windows knocked out, the roof caving in, and plywood boarding up all the windows on the ground floor. 

Rowley is a businessman and developer, he and his partner just purchased two lots across the street from the arena's front doors. 

"I just find it amazing that the county and the region would sink a quarter of a billion dollars into this beautiful building and it wasn't really spuring further development around it," Rowley said. 

Rowley's office happens to be in the same area and he looks out at these properties everyday. He and his partners have big plans to for the properties. 

"We believe we want to do a multipurpose building. So retail, commercial and residential."

The timing of purchasing these lots was no coincidence. Last year it was announced that the NCAA tournament will be held in Wichita next year and again in 2021. The event is expected to bring in thousands of visitors from around the country. 

Rowley said his project won't be finished by March 2018, but by 2021 when the madness returns he hops his vision will be complete.
