WICHITA, Kan. (KAKE) - Wichita police have arrested a 41-year-old woman in connection to a crash that killed a 71-year-old Andover man on Tuesday.

Sedgwick County Jail records show Valerie Palace, of Wichita, was booked early Wednesday morning for involuntary manslaughter in the death of Billy Wineinger. 

Officers responded just after 10 p.m. to a collision involving a vehicle and a pedestrian at 13th Street North and Greenwich. Wichita police spokesperson Kristopher Gupilan said Wineinger had been involved in a crash with an SUV at the intersection and exited his vehicle to inspect the damage. 

That's when an eastbound Toyota 4Runner entered the intersection and struck Wineinger's vehicle, causing it to hit him. Wineinger was killed.

"It is important to note that the investigation is still in progress, and the WPD is committed to a thorough examination of all aspects of this incident," Officer Gupilan said. "Alcohol is believed to be a factor in this fatal collision."

Wineinger's death was Wichita's 28th traffic fatality of 2023.

One person is dead from a two-car crash in northeast Wichita.

Police say the crash happened at East 13th St. North and Greenwich Rd. around 10:15 p.m. on Oct. 24. Traffic lights were out at 13th and Greenwich, but police say they don't know if that contributed to the crash. 

Following that crash, a second crash happened with two more vehicles while police were at the scene. It is unknown if any serious injuries occurred. 

An investigation is ongoing. 

More details are expected to be released on the morning of Oct. 25.
