Council fires Hutchinson city manager accused of harassment

HUTCHINSON, Kan. (KAKE) - The Hutchinson City Council fired City Manager Kendal Francis during Tuesday morning’s meeting. The firing came on a 3-2 vote.

Francis said he had been accused of sexual harassment 2 ½ week ago and met with an investigator. Francis said he had been accused of holding a cold soda can to an employee's cheek. In another incident, he said he pulled and released a retractable identification card worn by the same employee.

Mayor Jon Richardson told Francis he had a concern with how he managed employees. Richardson said while the allegations were not unlawful sexual harassment, they are violations of harassment in the city handbook.

Hutchinson's police chief terminated 

Francis has worked in Hutchinson since January. He previously worked as Great Bend’s city administrator.
