A northeast Kansas police department is looking for a woman who allegedly abducted her children.

A felony warrant for Custodial Interference was issued for Jeana Foley on Jan. 5, 2023, for allegedly taking her children in Junction City, the National Center for Missing and Exploited Children shares online. The children: Rosie, 6, Camden, 5, and Genevieve Peterson, 3, were last seen on Dec. 21, 2022.

Camden and Jeana had birthdays in January, making the boy now 5 years old and Jeana now 29 years old.

QUESTION OF AN AMBER ALERT

An AMBER Alert was not issued for the missing children.

KAKE News contacted the Kansas Bureau of Investigation to see why. Melissa Underwood, communications director for the KBI, said the AMBER Alert team was not contacted by Junction City Police related to issuing an alert for the case.

The JCPD said, aside from a Jan. 11 Facebook post regarding the alleged abduction, the department could not further comment on the case.


Though the KBI doesn’t have specific comment or wants to speculate about this case, Underwood said the U.S. Department of Justice has its guidance for criteria the State of Kansas uses for AMBER Alerts. 

“We do come across many cases where a non-custodial parent takes a child/children in violation of the law, but where they are not expected to harm or endanger the child,” she said. “For these cases the circumstances do not meet ‘there is reason to believe the victim is in imminent danger, of serious bodily injury or death.’”
