Topeka (WIBW) - Helping Hands Humane Society is making concessions so it can have an outdoor exercise facility at its new location.

City Planning staff detailed the agreement Monday for the former Dillions at SW 21st and Belle.

Helping Hands wants to move its shelter from its current location on NW Rochester Road. However, at a January planning commission meeting, neighbors expressed concerns about potential noise and odors. In addition, commissioners noted current zoning didn't allow for an outdoor area.

Under an agreement with planning staff, Helping Hands says no more than eight dogs would be allowed outside at a time and that would only be between 9 am and 6 pm. In addition, Helping Hands will put up fencing to reduce noise and they'll pick up solid waste daily.

The Topeka Planning Commission must approve the outdoor facility. They'll discuss it again at their meeting Monday, Feb. 15.

I think the city should allow this the aminals need a better place and the old dillons is the place.
