The National Weather Service says an ice jam north of Bismarck has broken, sending more water flowing toward the city.
Meteorologist Joshua Scheck says there could be a rapid rise of 1 or 2 feet in water levels.
The weather service issued a flash flood warning for residents of Burleigh, Emmons and Morton counties.
Officials also are trying to break up another ice jam south of the city, possibly using explosives.
