Ark City police arrest 3 people, take 4 kids in protective custody

ARKANSAS CITY, Kan. (KAKE) -

Police in Arkansas City arrested three people and took four children into protective custody after a runway teenager reported drugs and child endangerment. 

Officers arrested 51-year-old Angela Baxley and 46-year-old Timothy Massey, who is homeless, for possession of meth and paraphernalia, and 33-year-old Aaron Sedam for aggravated child endangerment, interference with parental custody, tattooing a minor without consent, and possession of meth, marijuana and paraphernalia. 

On Monday, police located a 15-year-old runaway from Ponca City, Oklahoma, in the 2800 block of North Summit Street. Police spokesperson Andrew Lawson said officers determined she was under the influence of meth. 

The teen told officers she had been staying at Sedam’s house and that he provided her with meth and gave her a tattoo. 

Police executed a search warrant at Baxley’s and Sedam’s home in the 1000 block of North 1st Street, where the three were arrested. Four juveniles were taken into police protective custody due to the conditions at the home.

Baxley and Massey are jailed on $6,000 bond, and Sedam's bond was set at $23,000.

Kansas Department of Corrections records show Sedam has prior Cowley County convictions of indecent solicitation of a 14-year-old girl, possession of heroin with intent to distribute, drug possession and an offender registration violation. His parole expired in January.
