Police believe the fatal shooting of a 22-year-old man in northeast Wichita was gang related.

Officers found Elbert Costello with multiple gunshot wounds in the parking lot of an apartment complex in the 2300 block of N Woodlawn at around 3:20 a.m. He was pronounced dead at the scene.

A 24-year-old man who had been shot was driven to a hospital, and he is still in serious condition.

Investigators believe two groups of people shot at each other in the parking lot. Some apartment buildings and vehicles were damaged. Police are trying to find out who was involved in the shooting, but they do not have any suspect descriptions yet.

The shooting is believed to be gang related and was not a random incident, according to police. Costello's death was Wichita's 19th criminal homicide of 2019.

Police are searching for a suspect after a deadly drive-by shooting in northeast Wichita.

Officers responded to the call around 3:20 a.m. Sunday at an apartment complex northwest of 21st and Woodlawn. When officers arrived, they found one man dead. Another man was taken to the hospital, in a private vehicle, and he has critical injuries. As of early Sunday morning, the man was taken into surgery for treatment.

As investigators worked on scene, they were also working against morning storms. It rained off and on throughout the morning.

“It has definitely been a hindrance for us trying to locate evidence and work that evidence and measure it in and document it,” said Wichita Police Sgt. Paul Kimble. “So, it's been very difficult working around the weather.”

The two men shot are believed to be in their 20s. The shooting is not believed to be random, but investigators do not have a suspect.

Kimble said if anyone has information about the shooting, call Wichita Police Homicide at (316) 268-4181 or Crime Stoppers at (316) 267-2111.
