Williams was arrested in February of last year during a controlled traffic stop after a report he was having an inappropriate relationship with an underage girl. While investigating the initial allegation, police identified another victim.

Police said some of the offenses occurred within the city limits of Arkansas City, while others occurred in rural parts of Cowley County.
