Wichita, Kan-- When registered sex offender Chad Davis saw our story about a new security program being tested at four Wichita schools, he couldn't believe what he was seeing.

"Based on their guidelines they are going to violate my constitutional rights to see my children," said Davis.

Davis has two daughters who attend Wichita Public Elementary schools.
"I'm not kept away now, " said Davis. "I attend teacher conferences, programs."

The new security measures went into effect at four schools Monday. Staff will scan all visitors' ids and check them against a national database of sex offenders.

"I can understand the safety concerns," said Davis. "Where do you draw the line? Where do my rights trump the overall safety concerns?"

USD 259 says all sex offenders will be turned away, unless they are parents. Those parents will work with school principals, so they will be allowed to go to school functions with kids.
