A leading opponent of Kansas' immigrant tuition law is encouraged by a ruling by a California appellate court on a similar law there.

Kris Kobach, a law professor at the University of Missouri-Kansas City, said the implications from the California ruling are "pretty huge" for Kansas.

Kobach represents 42 students in the University of California system who were paying higher tuition rates. They object to a law allowing some illegal immigrants to pay the lower rates normally reserved for California residents.

Kansas and California are among 10 states providing such a break for qualified illegal immigrants.

A California court dismissed the lawsuit there, but a three-judge appeals panel overturned that decision Monday.
