I know that we want and need standards of excellence.Too bad that the only way to measure performance is with constant testing and data, data, data.I would like to see an award for improvement even if the standard isn't reached. For instance, what about a 3 grade minority student who enters a school in the U.S. with 1st grade English reading skills. The teacher and student work very hard and purhaps there is even a tutor who comes in to work with this student an hour a day.The student advances to an upper 2nd grade or lower 3rd grade level by the end of the school year.Great strides have been made, but no recongnition is received because the standard isn't reached.Don't lower the standard, but do recognize the achivement of advancement.Teacher's are tired and burned out from teaching only to pass tests.Tests that are formulated by people who have never taught in a classroom,or are so gifted in their field, that they have no concept of disadvantaged children or even normal ones.
