The Wichita City Council voted 6-1 in favor of approving a permit for a nightclub to open at the site of a club that has seen its share of trouble.

The club at Harry and Rock Road has been closed for just over a year. It has several different names over the years, most recently The Groove.

The new owner wants to open the club as a 25 and older club. Neighbors have protested the opening of a new business at the site saying in the past people congregate in the parking lot after closing at 2 a.m. They said noise disrupts people sleeping in apartment complexes and homes, and there are fights and other violence in the area because of the clubs.

The Metropolitan Area Planning Commission denied the permit, but the District Advisory Board voted to allow the permit. The council voted with the DAB saying they want to give the new owner a chance.

The club can now open with several conditions. The parking lot has to be kept free of all trash and debris. There will be no loitering in the parking lot, no outside loudspeakers or entertainment in parking lot.

In 2009 after a brawl in the parking lot of the club, police shot a man several times as he was reaching for a gun in the trunk of his car.
