Wichita city leaders are now considering a trash plan that would allow customers to 'pay as you throw'.
The proposal would require all Wichita trash haulers to charge customers by the amount of trash they toss. It would also require companies to offer recycling. In exchange, trash haulers would pay a $450 dollar annual permit fee and they would sign a 10 year contract with the city.
"We need some kind of guarantee," said David Lies, Lies Trash Service owner. "Or there would be a threat of being put out of business."
A 2010 proposed solid waste plan was widely criticized because it would have assigned trash haulers to certain parts of the city and charged customers a flat $20 a month rate.
If the new plan is approved, it would go into effect in November 2012.
