Romney Faces Latino Group Amid Immigration Debate

Mitt Romney is promising to overhaul the green card system for immigrants with families and to end immigration caps for their spouses and minor children.

Romney on Thursday told a Hispanic audience that he would end the first-come, first-served green card system. He says he would be more selective as to who can legally come to the United States. And he says he would "staple a green card to your diploma" for immigrants who earn an advanced degree in the United States.

Romney is telling the National Association of Latino Elected and Appointed Officials that he would address illegal immigration "in a civil but resolute manner." Romney says Obama "has failed to address immigration reform."

President Obama will speak to the same group Friday.
