Administration Proposes Welfare-To-Work Waivers

A new battle over social policy is breaking out in Washington.

The Obama administration says it wants to offer states waivers that provide new flexibility in how they meet federal welfare-to-work requirements for some of their poorest residents.

But leading conservatives say the move represents an end-run around the landmark 1996 federal law that replaced the old welfare program with temporary assistance focused on getting recipients back to work.

The administration says states won't be able to waive the work goals, just find better ways to meet them. But senior Republican lawmakers say that could gut the law, and they're questioning the administration's authority to act.
