President Barack Obama is expected to talk about the Fort Hood shootings and the double-digit unemployment figures at the White House later this morning.

The president is expected to emphasize the benefits of a new bill that will provide tax incentives to prospective homebuyers and extend unemployment benefits to the longtime jobless. The president is expected to sign that bill into law shortly before his comments.

The president will address an unemployment rate that has surpassed 10% for the first time since 1983.

An administration official said Mr. Obama is also likely to speak about Thursday's shooting rampage at Fort Hood, Texas, that killed 13 people.
