Johnson County Commissioner John Toplikar admits that he shouldn't have taken down his opponent's campaign signs.

Toplikar made the comments Thursday after the Johnson County Commission's regular meeting. It was the first time he admitted taking the signs, after at first saying he did it to help his opponent, Calvin Hayden.

But a retired sheriff's deputy told the commission Thursday that he had seen Toplikar taking Hayden's signs. The incident was caught on videotape by Hayden's wife and other supporters last Saturday.

Olathe police cited Toplikar with misdemeanor theft.
