Congressman Dennis Moore is the only member of the Kansas delegation to have voted for a financial industry bailout.
It has become an issue as the Democrat seeks re-election in the 3rd District.
Republican challenger Nick Jordan opposed the $700 billion measure that Moore supported.
Jordan said he supports free-market solutions, which could include a temporary suspension of the federal tax on capital gains.
Moore said he had concerns about the bailout legislation. But he views it as necessary for stabilizing the economy.
The measure failed in the House on Monday. The Senate has approved a modified version, and the House expects to vote on it Friday.
