Greg Frazier doesn't use the city's water. When he got a bill for $155 yesterday, he was shocked.
"I had to look at it and make sure I was looking at what I saw," said Frazier.
Frazier has a well and septic tank he and his father dug about 30 years ago.
He didn't see how he could be in the red when he doesn't use the city's water or septic services.
He called the phone number on his bill and was told it was for storm drain fees.
Frazier was confused since the nearest storm drain is three blocks away.
Storm Water Manager Scott Lindebak explained to KAKE News that everyone in Wichita pays a $2 monthly fee. This fee accounts for the maintenance of city streets and storm sewers.
