U.S. officials are facing a daunting challenge in Syria. They're trying to deliver nearly $1.3 billion in assistance to people in a war zone so chaotic that ambulances are used for target practice and aid is halted by armed men at random checkpoints.

Syria's humanitarian needs are staggering. Nearly 7 million Syrians need help. That's equal to the population of Vermont, New Hampshire, Maine and Connecticut combined. About 2 million have fled to neighboring countries and between 4 and 5 million are displaced inside Syria.

There will be renewed pleas for more international aid when the U.N. General Assembly meets this week in New York.

But delivering the assistance is a job as daunting as the overwhelming need.
