Senate President Steve Morris expects easy passage in his chamber of a bill clearing the way for a new coal-fired power plant in western Kansas.

The Hugoton Republican said today the Senate would debate the measure later in the day.

If passed, the bill will go to the House, which is also expected to act on it quickly.

The bill contains renewable energy proposals backed by Parkinson.

Utilities would be required to generate 20% of their electricity from renewable sources by 2020. The measure also provides incentives for consumers to use wind- and solar-powered generators.

Parkinson made the bill's passage a condition of his agreement with Sunflower Electric Power Corp., under which the Hays-based utility can build an 895-megawatt power plant near Holcomb in Finney County.
