The Republican Party has destroyed this coountry. Historically the Republicans have always been about the wealthy and big business. I believe the time has come to abolish this cancerous party from Our government system, and start a new party that has the best interest of the people, not its pockets, in mind. I do believe it is a great time for a change!

Typical stupid or ignorant Kansas. The governor does not spend the money, the governor does not make the budget, the governor only makes recommendations. The House and senate ( Majority Republicans) set the spending amounts, set the taxes, and screw up in the name of tax cuts. I don't like taxes, but I need roads, police, firemen, teachers, and they should be paid a living wage and things kept up. Our universities need major rebuilding because enough was never spent to do proper mainatinence. Can't blame that on the governor...it is the legislature who tells what to spend and on what. They have never passed the governor recommendations and she can only do what they allocate the funds to do. It's not her it's the Republican legislature that has screwed up the system.

How is it that they are getting away with this. I don't see how it is not against the law. I don't get paid the money that I have worked hard for all year, just because people want to play games. Its no wonder politicians get a bad name all the time.

Now its not the postal workers we got to be leary of! I know that it probably really makes people who work @ SRS mad to have to authorize other peoples money all the while worrying if you are going to get your own. WOW now maybe when someone calls about their assistance being late you will return their phone call.

So if the worker of the state isn't going to be paid, will the governor and other government office personal not get a pay check too? Sounds fair to me that if state employee will not get paid, neither should the government.

Could someone please explain to me why my exhusband is allowed to receive food stamps, cash assistance, and medicaid with his new family when he is a felon who doesn't pay his child support. If I didn't have a good job, I would be on welfare too! Then my family and I could be supported by the same people allowing my ex to sit home and live off the money that myself and others pay to this state! But wait, I'm a state employee who won't get paid this week! Now what?

Since I'm not going to get my check Friday is the State going to give me food stamps, cash assistance, Medicaid, and utility assistance? Of course not, I make too much money! It doesn't matter that I'm not going to receive the check I earned! Those who CHOOSE not to work will continue to receive all the benefits that myself and other state employees should be able to receive when we don't get paid!

this is for bob from wichita, I hope if you have to travel a state highway home with your welfare check you don't get jumped by someone for the money because that state trooper you are laughing at might not be there to help, and lets pray that you don't have a breakin by a paroled felon because there were no corrections officers to keep him in prison and no parole officers to keep him in check, good luck with that bob.

FYI...The state, by statute, has 2 months after you file to issue your refund check. After that, they will have to pay you interest (last rate I could find was 6%)

Who are they to take away peoples pay checks and money? Is anyone going to not pay them? How about they sacrafice they're paychecks to make sure the schools and employees still get the money they need. Oh that's right they wouldn't approve of that. As long as they are still getting they're money they don't care what happens to the rest of us. How do they think they're helping out the economy by taking away peoples money? Is it even leagal to not pay anybody for the work they are doing?

I think some politians have lost sight of why they have their jobs. It is Kansas Taxpayers who put them there to represent us, not use us as bargaining chips to achieve their political goals. Do you understand the numbers you are affecting with not paying state employees. Do you want to do their jobs. Do you want to be out at 3:00 a.m. pushing snow for people you have never met off the highway so they can get to work, do you want to be patroling the highways on a Holiday while your family is having dinner to celebrate, do you want to be walking a prison living unit dealing with a guy who is mad at the world and the world is what you represent when you walk in front of him. And most importantly as employees of the people of Kansas, who pays your wages? Quit bickering and represent your people already.

If the state government can suspend paying OUT tax refunds, can those of us that expect to owe more at tax time suspend paying IN to the state coffers as well? Sure, shifting money around is a fairly common thing, but you're robbing Peter to pay Paul, and that makes Peter pretty sore.

She cant even lead the state of kansas let alone the united states. that should be interesting in itself. But i agree she will fit in with the rest of the obama group. Kansan's need to start praying. I hear what people are saying and understand the anger and the frustration, but what I don't understand is why we take it out on each other instead of our government. They will keep walking all over us, keep messing with our lively hood unless we as the people say enough. They work for us and if it take every single person writing to their congress, threatening their jobs instead of buying into the bull maybe we the people can do something. I am a republican but can honestly say I'm sick of both sides. I'm tired of the crap that is filtering down to us and wondering when we as people will say enough. You work us, now start acting like it.

We are all in the same boat, I have a family of 4 I am the only one earning a paycheck rightnow because my husbands business isn't making enough for him to take a paycheck. I only make $9 per hour and a mortgage of over $800 per month. We are very much struggling but I am not whinning about it because I know there are people out there who have it so much worse than I do. This is a nation wide problem due to the economy people, you can't just blame one person everyone has lived beyond their means for a long time. It was just a matter of time before this happened. Here it is and everyone wants to pass the buck and blame someone else.

This is in response to Kim at 11:45. I many times had went to bed hungry because I was a single teenage mother. I never felt like it was the taxpayer's fault that I got pregnant so therefore I never got any assistance. Instead I got a job, worked my butt off to support me and my daughter. I got an education and believe me I don't make a lot of money. Like I said before there are people out there that do need help but they do make it too easy for people to stay at home and draw welfare and I believe that is the main reason this state is in so much trouble. God help all the state workers who probably won't be recieving their hard earned paychecks

I work for the state at a university - I might not be getting paid on Friday. That is a cause for complaint. As far as the income tax refunds go ... you get until April 15th to send yours in, if April 15th comes and goes without a refund check THEN you'll have cause for complaint

With my state income tax I was going to pay off my child support in full, but my question is: is the state going to take all of my state refund? Is my child support going to keep accumilating and I will still be liable?

When are we going to do something about the illegals here in Kansas and the US? They collect welfare, food stamps, it costs us more to educate their children, they get free health care (check it out- Doctors & hospitals won't even charge them as they know they can't find them or collect). Children should be citizens of the countries their parents are! Every time some illegal comes across the border and drops a baby on our soil we end up paying for it and the rest of the family. The citizens of the US cannot afford this anymore. It is about time we took care of our country and citizens first. Now it seems we can't even get the money We are owed! Where will it end? Here in Kansas we are taxed to death on vehicles, property, sales, etc. ENOUGH!!!!!

How many people rely on tax refund checks? What do you do the other 11 months out of the year to get along? I usually get money back but this year I owe a little, but I have never been so dependant on that money that my world would come crashing down if I didn't get it by a certain date. To the state employees I feel bad for you, it's not fair. Hopefully they will get it taken care of before you have bill collectors knocking on your door.

This is enough for me to cxhange how many exemptions I take to the max and next year not file. To bad its not simple math when it comes to the gov. cause I would be in major turmoil at some point for not paying that, but if the state wants to keep money that I overpaid there are no repercussions. I see it as I loaned them that money through out the year to pay their employees. So , where did the money go to pay them from the beginning? Kansas was broke earlier in the year and chose to do nothing about it. I am abig on teamwork and all of us pulling it together, but this is a republican force on sebelius. Luckily she is a compassionate governor.. imagine how bad the situation is for her. Sign something she does not agree with to give the public thewir money or fight it and hold the money.. Umm, excuse me... where is the president on this? Hello? Can't he loan the state the money? if I wasnt a full time student, employee and single parent... I'd be in topeka lobbying this

Like I said in previous emails. Kansas takes, takes and takes. Gives absolutely nothing back to there citizens. Kansas is going to crash. The economy is real bad but here in the State of Kansas its worse! I can not live here any longer. We can not make it here we will be out in the streets! No wonder people are bitter and hateful here. Well instead of sending the 50.00 i owe to the State for taxes, I'm going to give it to my neighbor so she can keep getting her medicine. At least something good will come of my money that was supposed to go to the State. Maybe the State politicians should give up their salaries for the next 6 months.

The Governor should not get a paycheck, or have the remodeling finished. Anyone in office should have to live on minimum wage, pay for their own health insurance, and their children should go to public schools. All their family members, relatives, etc should have to try to get a job in the work force where everything is filled by illegals or people on work visas from other countries. They need to live in the world we do!

My property taxes are due this month, I guess my budget shortfall prevents me from paying them. Oh but wait, if I dont take care of my obligations, I get fined and will be breaking the law. First off, all you people blaming people on welfare for this are idiots! Welfare programs HAVE been cut tremendously. Also stop criticizing people who claim their OWN kids on their taxes and start screaming about those who illegally claim other people's kids! Plus the $475 a month they give you to live off with 4 kids doesnt make ends meet anyway! And by the way NO I AM NOT ON WELFARE but I have had to use it till I got on my feet. Why isn't anyone screaming about all the $$$$ paid to the legal kidnappers (who work for the state) who get paid thousands a month to hold our children hostage? Maybe if they quit handing out so many big bonuses for adopting out our kids then maybe someone else can get paid... I think that this is sad that our own state cannot even pay its people back, We all have paided money to the state all year long and now their saying we can't have our refunds for the year. What is the state spending all our money on, to where they are dead broke. Can the state explain how all of us are expecting to pay our bills? Peopel depend on this every year, Its sad I guess we can't even depend on our own state now. I think instead of giving us all this money for road repairs we should get the money to pay our bills! Roads can wait people can't put a hold on a house payment.

You will still get your federal return. We won't get our paychecks a little different. We rely on our checks to get through week to week. I have a family that may go hungry until we get paid. Maybe we should all look at who we vote into office.

In response! My husband works for the state at the prison and for the NATIONAL GUARD he did not do any of this and he will NOT GET PAID FRIDAY! This is politics first class!! Several questions were raised in an e-mail that was sent to me. Any other position who does not do their job is replaced, this did not happen overnight, what wait till the critical moment to attempt to FIX_IT. The average person work at job to be eligable for retirement, do our officials in Topeka? If they want state employees to do more for less, Is this the forst year they are truely earning the money we pay them? How many years has the budget beeen balanced on paper? Will they get their automatic pay raise, that does not have to be brought up every year for vote, in statute? Save $$ reduce the number of reps and senators at state and federal level? Reduce the travel, talk of freezing state travel exists. Lead by example for the recomendations they make, sound good? What does this move do for those who use this for specific expense each year, no refunds? Punishing the innocent state employees is irresponsible at best in attempt to pay politics.

I would be fine giving up my tax refund if I knew it was going to something productive. However, last night I witnessed a woman buying over $50 worth of JUNK food for her 4 children.....Why don't we cut off the free loaders and let the hard working people get their money back. My refund wouldn't have been much to anybody else but it would have made a world of difference to me. This is the start of something terrible for not only the states but the nation as a whole.

The Governor is not at fault here. Moving money around is a normal aspect of business. The Republicans will not sign the certificate because they want their budget propossial signed. But the new budget is not even on the governors desk. The republicans are still putting it through the channels but to play hard ball the republicans start messing with the citizens of Kansas. Yeah we were waiting on our refund check but imagine not getting your pay check on friday.

I'm a state employee and may not be paid Friday. This is my fault and yours. We elect these people to make decisions for us. So instead of venting your frustrations on the KAKE website, contact your elected officials and let them know how you feel and also remind them that they are there because of the people of Kansas voting. Most of the problems in this country today lead right back to you and me for not standing up and making our voice heard. If you don't take the time to register and vote then don't complain.

Why is it always the people on the bottom of the income chain the ones that have to make up for shortages in the budget. It's not going to be the ones on salary that don't get state paychecks it will be the hourly employees that don't even make the national average pay now. Its not the wealthiest of the taxpayers waiting for their refunds. It's the poorest. Something is wrong with this picture.

Boy I can't believe that Kansas can't pay their bills, if I don't pay mine to the state they put me in jail who goes to jail if they can't pay us? And what happens if you owe the state & can't pay you go to jail until you make arrangements to pay. this is not fair.I think if we have a deficit & can't pay ss or employees they should also have their cks garnished so they can pay them something. i cant believe this is happening.if i owed state i'd have to pay in a certain amount of time.so, now theres not enough money to pay the tax payers.this recession is'nt taxpayers fault, its all the crooks we have in our government and our banks ceos are getting payed millions of dollars while us disabled folks get nothing to survive on.if we can pay 7 million for high speed internet, why cant we get our money that we work hard to get. this is unfair and if i knew obama was like this i would'nt have voted for him. someone needs to speak up about this stimulus plan.i'm so fed up with this.this is so wrong and obama needs to get his stuff together.

For too long we have been taking care of illegals, taking care of other countries, rebuilding war torn countries, sending food, and money to other countrie. Sending our jobs overseas, allowing illegals to take those "jobs that Americans won't do". America needs to come together as a household. If your household has no money to feed its own how can you feed your neighbor. If you don't take of your own family you will have no family at the end of the day. If you have members of your household that are too lazy to work do keep handing out money to them (i.e. welfare). No make them get a job. Do you allow intruders (i.e. illegals) into your home draining your food and keep paying their medical bills. No you remove the intruders. Time to take of own. Start kicking out illegals you will create more jobs for those without jobs. Very simple. OOO Bleeding Hearts!!

It is time that the state of Kansas quit paying food stamps, welfare checks, cash assisstance, and whatever else they pay to those that are too lazy to get a job, or to those that are here illegally. If the recipients of the above mentioned have a problem with that, then they can get a job. I do realize that some people are honestly disabled, but I also know that there are some that claim to be and aren't. I guess if the state refuses to pay their employees on Friday, the employees can load up all of the prisoners and what have you and take them to the Governor's mansion. She can babysit them. Also, the state needs to start collecting money that is owed from Mexico. If that country would start paying for its citizens that are here illegally, we wouldn't be in the bind we are in now. There are many that work in the beef packing plants that also collect the above mentioned money. It is time for that to end. It would save the economy.

I work for the state and am looking at not getting a paycheck. I'm sure this means that my payroll deducted child support also will not be paid. How is this fair to anyone? If this goes on long enough will the state also take me to jail for non payment of this support?

I have read this article 10 times, trying to see how someone could say this is Sebelius, Democrats, Obama's fault. I just do not see it that way. I am not saying they are innocent.. no politician is innocent... especially with past news of Democrats not paying taxes. But the Republicans are the ones playing games by holding up people's tax refunds and paychecks, to force Sebelius to sign a bill Republicans want. In a recession that is as bad as in 30 years, to block the money of the people who voted for them in the first place, as a political tool, is a new low for Republicans in my book.

My husband is a state employee & if we don't receive his paycheck OR our tax refund soon, we could lose everything(our home, car, etc.) He worked the hours & now we're suppose to just accept No payment? How unfair! We qualified & were promised a $1200 stimulus check last year & we were very upset when all we received was $600 due to an "error" by the IRS. (We're aware of several people that received less than promised.) We were told we would receive the other $600 when we filed in 2009. Yet when we filed this year we were told that the money had run out & we wouldn't receive what was promised again! Now they want to take away his paycheck too? How many times are we expected to put up with this? When will the rich politicians have to do without? How many of them are forced to live paycheck to paycheck? We're already overtaxed on everything from food to fuel & where does it all go? To perks & bonuses for bankers & politicians! Can't they understand they're ruining our state & our future!!

If you are usually get a refund, it is time to evaluate your witholding. Adjust it to owe the least amount possible vs. getting a refund -- keeping your hard earned dollars where they belong, for as long as possible. Put those dollars in savings instead of investing in the State of KS.

This is a terrible situation. Let's not lay blame our neighbors. It is not the single mother who gets a little extra tax credit each year. It is not the illegal immigrant who is here searching for a better life, doing work that many of us wouldn't do anyway, unemployed or not. And please, children are not being taken away from loving, nurturing families illegally and placed in state institutions so a hard working professional can make a salary commensurate with his/her education. It is not the poor who can not or even those who will not work, receiving a welfare check and a handful of food stamps. The Bible says that the poor will always be among us... we are to take care of them. The ignorant Republicans in Topeka are to blame. They created this. We are all hurting and afraid. so blame the gop because, in this economy, they are concerned that with such a large budget defecit, we may not be able to pay back the loan.....sooooo government actually being responsible is bad? as far as legislators not making enough to live on, should they? do we need hundreds of full time legislators pumping out laws day in and day out? do you know the tax code is larger than 70,000 pages? that the 1,100 stimulus was posted only ten or so hours before the vote, so that none of our representatives could read it? guys, we are going down the road to socialism. soon, we will all be state employees. equal outcomes. its far easier to make everyone poor than to make everyone rich. we have a defecit. it needs to be addressed so that we dont fail like so many other states. i have a refund waiting too. if they dont fix the budget, paychecks or refunds wont just be delayed, they will be sent out with pink slips. just keep letting them scare you into dependance on the govmnt.

I am a single mom and I just lost my job last month after working hard all year and I was relying on my state tax to pay my phone,gas,electric and water and trash bills..used my federal to pay rent and my divorce lawyer.What are the republicans thinking? They are just hurting the people that voted them into office.. I wonder who said no to the money transfer I want to make sure I Don't vote them back in next term.

I have always felt this way about government agaencies, any and all. It's is a BIG money game. This is NOT our governor's fault..it is clearly the Legislature's. Put the blame where it belongs. How can she approve and sign a bill that she hasn't even had on her desk???? For them to suspend our refunds should be illegal, maybe we could consider it embezzelment. This is terrible, it isn't THEIR money to spend. ERRR...and also to many of the "poster's" on here,careful what you say. This is an outrage! If this is so, then I want to know how we can suspend paying in until the amount they owe us is paid back. As, I am certain our state refund will not be coming back with penalties or interest if even paid back at all. We cannot afford our homes even without a mortgage, we pay in and abide by all the rules and this is how they pay back law abiding citizens. How we haven't come to a revolution I don't know but jack up gas prices to what they were ($4/gallon) and watch out because we're all going to sink like the Titanic.

When I wrote this letter to the Govenor I wanted her to keep paying the employees of the prison not just delay them from finding other jobs that pay. In addition I have not received a reply. Hello, I have concerns with the Norton Prison closing. I feel that the prison closing would cause Norton to become a ghost town. Currently the following companys are experincing layoffs of closing- Miltech Natoma Corp New Age If the prison closes also almost all familys left in Norton will be forced to move. Leaving Norton full of homes that are worth nothing and will slowly deteriorate. When these homes cannot be sold and the owners cant afford to pay for them, will these home owners be bailed out? What is the current plan to maintain jobs in rural Kansas? To help reduce cost of prisons it seems to me that we should have long ago started minimizing lock up time for non-violent offenders. Your thoughts?

Speaker O’Neal, President Morris, and Governor Sebelius (they are on the State Finance Council). The State Finance Council is where all these discussions take place. The rank and file in the legislature have no ability to impact this. So fellow Kansan's let's pull together and unite as Kansan's not democrats, republicans, or liberals, but people of this state. SHOULDN'T EVEN BE INTITLED TO A TAX REFUND (STATE OR FEDERAL)i have 4 children and have insurance but when i take them to the doctore i have to pay what insurnace don't pay and i pay for the insurance i have through my employer. its not fair. my friend has health wave and never has to pay anything so she takes her kids to the doctor all the time cuz she don't have to pay for it. i can't afford to take my children cuz i have to pay what the insurance won't which is usually most of the bill. the insurance pretty much just gets us into a doctor otherwise they won't see u. THEIR REFUNDS SHOULD GO BACK TO THE STATE THE ONE WHO IS SUPPORTING THEM.............

I'VE BEEN ROBBED! I know all taxpayers are probably saying the same thing right now: if I owed taxes to the state and was late, I would owe substantial penalties and interest. Can I expect that my refund will be returned to me with penalties and interest? My next step is to change my withholding so I just break even and neither owe nor get a refund. See how the state likes their budget with less taxpayer dollars going into it.

Bless those who stood fast in not letting our governor move money around just to make herself look good, she is borrowing from Peter to pay Paul, if you don't have the money for what it is designated for then cut your cost, eliminate all these give away programs. How many government employees actually earn their paycheck, maybe cutting cost to our state should start there. If you are due a tax refund I think we should be able to stop having payroll taxes deducted from our paychecks till the state debit to us has been fulfilled.

I work for the state and have been scared to death for 3 wks of losing my job because Roger Werholtz has mismanaged the KDOC and is threatening to close WCF in order to save his pet project- the re-entry initiative. Now I have to additionally worry about getting paid this week even if I still have a job. I work my butt off for the state and am tired of being used as a pawn for the politicians in Topeka. I have a mortage payment due to come out of this check- either PAY ME or make room- I'm moving in with you!

Just FYI...our state legislators do NOT make much money. In fact, it's NOT a salary that they can live on in Topeka even with expenses added. That's why so many elected officials are professionals such as lawyers, etc. I am not making excuses for them, and I am quite upset with their child like games involving people's tax refunds and payroll checks.

I'm a registered Republican, but every one of them in the Legislature should be voted out of office. They are simply playing political games and have no regard for the consequences of their inaction. The Legislature didn't like the Governor's budget cut recommendations, fought between the Senate & House on what to cut, disagreed, but drafted a bill they want signed immediately that the Governor doesn't even have on her desk. Just simply unbelievable that the Legislature will not approve transfer of funds in accounts to maintain solvency, send out tax refunds, and make payroll for families counting on their checks. That's not funny! This is budgeted money! Wake up people and quit voting for these people year after year. Fortunately, our Governor has some sense.

I live in a house hold where my mother is layed off because of state budget cuts, my brother pays the bills with his state pay check working for the prison and now I wonder what we are going to do. Idot republicans need to understand the crisis present America is no time for fun and games. Without a paycheck this week utilities will be shut off, no food, and no insurance for the single car we have to share to get to and from both jobs. . .all I can say is that the Republicans have shown so much greed in the past 8 years - they have shoved this country down the toilet. If we don't file our taxes on time or don't pay on time we get hit with interest and penalties. Is the state going to pay us interest on OUR money that the state owes us? I doubt it...It's also unfair to those who have more taxes withheld from their paychecks throughout the year. Those of us who are expecting a nice refund this year are the ones getting penalized by this.

Sebelius knew what needed to be done but her hands are tied. We owe the state but I would like to be able to tkae what we owe and give it to a state worker that may not get their paycheck. Remember, this doesn't affect your federal return. I think the Republican legislators should have to turn over their paychecks to the state until this is fixed. And this state supported McCain? Maybe people will learn to think outside the box now.

What about suspending the amount of Welfare, Food Stamps to those that could work at McDonalds or Walmart. We will have to have our taxes paid by the first of March( we are farmers) you all should get your tax returns!!!!! Or that could possibly work somewhere even though its not the most glamourous job! We have a contract saying what we will get paid every month. If the state doesnt have the funds to pay us, are they in breech of contract? Does that mean all of the teachers and other state workers can sue the state of Kansas?

Does the govenor have the military ready to run the prisons? Or does the govenor want to become a guard? I guarantee if state employees do not have their entitled paychecks on friday as scheduled, you will need someone to work in those volitile situations of the prisons. Is the govenor going to pay everyones penalties for not paying bills on time? I guess the govenor should of reconsidered that Obamas position so she can be another democratic hipocrit..interesting that under Bush's watch we didn't have politicians in government that didn't pay their taxes! From California to Kansas, this will change how much the states will have on hand from now on. State taxpayers will only pay what they are required and nothing more. In fact, they may pay less than due and just pay what they owe when they file. Bad business on that interest free loan the states have always counted on.

Why don't they (the State) collect the multi millions of dollars from the illegal's that they are losing, by them not paying in ANY taxes what so ever, which is eroding the tax base, then, giving them free medical, and now they want to give them our social security. Your tax dollars at work! And that doesn't even count their benefits or the other Child Welfare Organizations who have custody of children. I can understand if the state suspends tax credits but for some of us who overpay intentionaly to get money back at the end of the year we should get our money!How is the State allowed to spend money that doesn't belong to them it is rediculous!I done my taxes 2 weeks ago and Kansas owes me $700 because i overpayed not because i get a hand out for my children now i am layed off and was really counting on this money to keep food in there bellies and heat in there house bet the utility companies won't let me hold off on paying them becuase i don't have enough money or decided to spend more then what i have so for the state pay us our money that you owe make these people that are on welfare work for there money like all of us hard working kansans have had to do and give us there money that they don't deserve because they are to lazy to get off there butts and work!

I am a 30-year State of Kansas employee, & I vote. State of Kansas employees can't take any more & are sick and tired of bearing the state's budget issues on our backs. We have had only one step increase since 2001, & the cost of living adjustments are laughable. We are always the first place cut when it comes to the state budget, & the last to get an increase. We have carried education for years, & now the overall state budget. A large percentage of state employees' salaries are well below market level. Now February 20 paychecks are being held hostage until the governor signs off on the budget. This affects not only me but 40,000 state employes & their households--how will that affect the state's economy? What a bunch of crap. In House Bill 2069, the first two pages apply directly to legislative salaries, travel, & office reimbursement; will the legislature cut their $? Now tax refunds are being suspended? When will it end? It's time to end the political BS & work together.

I think thats this is horrible new to here, my husband works for the state and we have three children to take care of how does the polictical parties expect for us to continue to provide for our family if they can't pay for the hours my husband has worked. Just like they expect him to come in and work his butt off he expects to be paid. Here is my question. Seriously! It's not like most people get much back from the state, anyway. Consider it a blessing when you do get it. Could be the feds that ran out of money, then all the single parents with 1,2,3,4,or 5 kids expecting $5,6,7,8,or 9 thousand dollars back, would have to do without. Maybe we need to stop paying for all the illegals that are in KS. They have infiltated our schools, medical systems. They may not know any english but I can say one thing they do know how to get free stuff. Look at wick, medicare, medicade. They are not stupid. We are. I think that everyone including our dear governer needs to go back to school learn how to count, add and subtract. Maybe then we can balance the budget. I can't imagine not getting paid this weekend. To add insult to injury the bank closed all of my atm/debit cards because of the recent breach at a credit processing center. I have no way to quickly pay bills and now I'm hearing I may not get paid! It sounds like the government officials are arguing with each other and the lives of Kansans all over the state are hanging in the balance. I can't fathom why this is even an issue. Does the republican legislature think that it will be better off by pressuring Sebelius into signing something while we wait to get money to pay bills and eat? It is almost like we are being held hostage until a bill is signed. I'm sure the government will bounce back after we get paid and show our appreciation to the state's government for holding our money hostage... Yeah right!!

I owe the state this year and I won't pay until the last minute. There is nothing more that burns my butt than to hear people brag about how they are getting several thousands of dollars back on their taxes when you know that they hardly pay any in, in the first place. What they really need to do is get these lazy people off welfare. I do believe that there are people out there who need it but there are too many people who don't and they just make it easy for them to stay at home, keep popping out more kids to get the benefits. When my parents were kids there was no such thing as welfare. If they didn't work, they didn't eat. People have had it too easy for too long and the people out there busting their butts to make ends meet are the ones suffering.

This should be a good lesson for those who believe the Federal Stim. package that hands out money the government does not have to others is such a great thing. My dad told me a very long time ago, "YOU CANNOT BORROW YOURSELF RICH!" Yes, some receive a KS refund because of money pd in but many receive it as a form of wealth distribution, i.e. getting something for nothing. EVERYTHING has a cost...and when voters decide to cast their vote for the politician who is most likely to give them something for nothing this is what happens. WE CAN'T AFFORD more funding for this pet project or that pet project!WE CAN'T AFFORD more tax credits for those who do NOT pay taxes to begin with! WAKEUP PEOPLE!! When our politicians do the right thing and decide to cut funding everyone cries fowl-whining because this program or that program is so important & can't afford to be cut.I think we have ALL forgotten the word sacrifice! Even GOOD programs must be cut when the money is GONE! That is LIFE people!

I would certainly hope that the State of Kansas has made arrangements with the electric companies, gas companies, water companies, grocery stores, gas stations and all other obligations of the employees of the state of Kansas so these individuals can continue supporting their families while the legislature TRIES to do their jobs and stop taking sides.

well this is not suprising i find if funny that if you owe the state and cant afford it can i suspend my duty to pay "no", but now the state owes me money and they can suspend paying... now how fair is that... see this goes back to everthing "real" economist are talking about, the government cant create jobs... private industry creates jobs... cause the government just takes from someone else and realocates the money to who they see fit... this phoney economy has got us into trouble... we are seeing the repercussion of a consumption and no production... all we do is borrow and dont save... borrow as a government and as a citizen and we save nothing... wait till everyone stops lending us money, see what happens then...

Ever try paying your income tax late? Try it and see what happens. I find it appalling that the State of Kansas would suspend income tax returns! Sure the State is experiencing tough economic times. The worst I can remember. But in the same token, so are many Americans. I remember times not so many years back that if I had owed the State $100 in taz penalty, I would have not been able to pay on time. Many folks are in that same predicament. When a citizen owes taxes we are expected to come up with the money and if not the interest and penalties and threatening letters mount. I'm just guessing that we don't have the same recourse.

Interesting that the state is suspending tax refunds and may be late to pay their employees, are they planning to pay interest on the tax refunds they have suspended or overdrafts to those employees who still need to feed their families? State laws are that as tax payers we would have to pay interest if our taxes owed were not paid in full by the April 16th deadline, not to mention the tax warrants that go out for those who can't pay. Sad that even our government who has just recently taken city tax money from the cities of the state now can't pay their employees. Where has all the money gone?

Isn't this nice. The government can't pay us our refunds, but yet if you are one of those lucky ones that gets to pay in and you can't they sure tack on the interest. I bet the State workers are real happy too.

You that is wrong for them to do that. That is our money that they have taken from us over the year. Instead of taking from us why doesn't the state take from Gov. Sebelius ward robe exspense. Man that sucks uncle Sam is robbing us!!!! They want her to go to the White House that is just asking for TROUBLE.

Again, it's the taxpayer that gets screwed. I wish just once we could completely replace all government bigwigs with someone who is smart enough to balance a budget and quit spending money they don't have. I know a 7th grader who would be great for the job. He passed Math.

This is a new low. I think the people of Kansas should revolt. The employees of this State have performed their jobs and should not have to worry about getting paid. My tax refund is money that is due me. Just let me not pay my taxes to the State and see what happens. This political blackmail on the part of the Republicans which puts the citizens of Kansas in financial jeopardy. ENOUGH!!

Maybe if the state would stop giving so many tax credits to the people who don't even pay taxes to begin with we wouldn't be in this situation. How is it fair that someone like my husband and I paid over $2,000 in state taxes are getting (suppossed to be)only $125.00 of that back. Yet someone who maybe paid in maybe $100 is getting $600.00 back. I'm not a math genius or anything but that doesn't add up in my book. The state is taking money out of my check to turn around and give my money to someone else. I don't think its my fault I make more money than someone who has a mininum wage job. So why should I be giving my money to them.

Most people overpay their state and federal taxes because they want the big refund. That big refund does NOT include interest earned for allowing the gov't to USE your money all year. It's much better to take that same amount you'd normally let the gov't take, put it into savings, let it gain interest, PAY the gov't any owed at tax time, and then keep the rest. It's called budgeting. Now Kansas is saying they can't pay refunds right away? We should never trust government to keep our money FOR us. Pay them what is due, and that's all.

Too bad we are in the same shape apparently as California. So why do we have to do our taxes, we have to pay to get them done, by law have to do them, yet when do we get our refunds. Do they realize how many people are relying on the refunds? Can't stimulate an economy without money which includes our refunds. |

It mid- November and i still haven't got my state refund!
I am so angry at this! This stinks. SEND ME MY MONEY!!!!!!!!

I think it is time that "we the people" start making the government take our best interest to heart. I don't feel like we should have to have taxes withheld from our paychecks. We pay taxes on everything that we purchase, food, clothes, houses, cars, etc. That is good enough. Maybe if everyone in the US refused to have the taxes withheld from their paychecks we could get somethings changed. As far as medicare, i am 42, by the time i need it it won't be available. I am thinking of finding a double wide refrigerator box for my husband, myself and my two boys to live in when we can't afford our mortgage and lose our house. We are two concentrated on bailing out the companies and individuals that make millions of dollars a year that can't manage their money. There is going to be nothing left for us fools that make an honest attempt to make a living and take care of our financial responsibilities. The government dictates to us "we the people" and i am tired of it.
It is bad enough that we have as many people on welfare that can work but I don't think that they should be allowed to "file" taxes. It is good enough that my tax dollars have payed their way all year long. I know that i am not the only one that gets angry when i go to the grocery store to get food to feed my two children, husband and myself and the person in front of me has a over flowing cart (or two) full of name brand products, when most of my items are generic because their cheaper, and the person in front of me pulls out their government issued food stamp card and pays for all the crap that they want. When my groceries are totalled up, and i hope i have enough money in my pocket to pay for it, i have bought what my family needs. My children beg going through the isles for cookies, snacks, etc and i say no, no, no because we can only afford to get what we NEED. I would much rather quit my job and sign up for the free money that the person in front of my just payed with.

This isn't about political parties, this is about doing her job - part of which is to make sure that the budget is balanced. Did she have it done? NO
People - It is a LAW in the State of Kansas that the budget must be balanced. The Governor has neglected to balance the budget and has neglected to make significant efforts to do so. However, she is asking that our elected officials "break the law" with her! What kind of leadership is this?
The Governor has proven once again she is not capable of running this state. After what she did to Sunflower Electric out here in western kansas she should be impeached!
This has nothing to do with being a Republican or Democrat, it all has to do with people dont knowing how to manage money. If i managed my own personal finances like these people run the States i would still be in debt but since i know how to manage my own money i am completely debt free except for my house so maybe the State should follow the Dave Ramsey plan like i did and get their act together.
So is this a 2 way street? For the people that owe the state money can we say "Ope, we don't have the money to pay you so we're gonna go ahead and put a hold on it. You'll get it when I have it?" This is bull!! Flippin Republicans.
People need to read these comments. About half of them must be from those who blindly voted Republican in the last election. I'm NOT a staunch Democrat, but the Republicans need to be voted out of the Kansas Legislature. The mess we're in was created by the Legislature -- not the Governor. Remember what the GOP has done this year the next time you're in the voting booth!
i have read through all these comments and came to this conclusion. the entire nation is in trouble. no matter what party is elected we would still have these problems because we had them coming on for the last 6 months or more. all that are working to survive good job!! those laid off keep your head up!! those who won't work-mcdonalds is hiring, burger king, quick shops, grocery stores. get an app.
Rhonda, obviously you are very biased, you must be a liberal. I don't know why the liberals think the Republicans ruined the country, when really, the companies who have unions are the ones who ruined this economy. Also, it is because of our stupid governor, she doesn't know how to run the state. You probably are expecting a big refund, but there are alot of families who don't even get a refund like farmers, so get over yourself and stop blaming those who weren't even the problem. It is plain to see the Democrats aren't smart enough to think about the real reason, they just like to complain. Disgusting.
