Authorities in the northern California city of Tracy have charged a husband and wife with torture and other counts.

The charges came after a 17-year-old terrified and emaciated boy showed up at a local gym with a chain locked to his ankle.

Kelly Layne Lau and Michael Schemata were arrested late yesterday, hours after they were taken into custody for questioning at a home where the boy was allegedly held against his will.

The manager of the gym said the boy turned up there yesterday, with a chain around his leg. He claimed he had been held captive after running away last year from a foster home in Sacramento.
