A county prosecutor's office in Michigan plans to file a neglect petition against the parents of a 13-year-old boy whose mother drove to Nebraska to abandon him at a hospital this week under that state's unique safe-haven law.

A prosecutor for Oakland County says a hearing will be held Thursday afternoon in juvenile court. The petition seeks temporary custody of the children of Terri and Terrance Martin, who live in the Detroit suburb of Southfield.

Prosecutor Deborah Carley says the filing partly is based on the actions of Terri Martin, who abandoned the boy at an Omaha hospital early Monday.

Carley calls the trip a "symptom" of wider neglect against the child and possibly his four siblings.

The boy is the second teenager from outside Nebraska and 18th child overall abandoned in the state since the law took effect in July.

Carley was not immediately aware if the Martins had a lawyer.
