Randy Ralstin is facing two counts of second-degree murder stemming from Monday's head-on crash that killed Tiffany Berry and 15-year-old Suavae Rouser in Kansas City. Berry's two other daughters had minor injuries.

Ralstin was the driver of the car involved in a fatal crash while fleeing police on Thanksgiving weekend in 1999. Police said Ralstin was traveling at least 80 miles per hour when he slammed into a vehicle carrying three men, including 20-year old Willie Hill, who was killed. The driver of that vehicle was in a coma for more than a week.

Ralstin was sentenced to 15 years in prison on an involuntary manslaughter conviction but was released about six months ago. Authorities say he was able to get a driver's license on the day he was freed.

Second time offenders really hack me off. Learn a lesson from your previous choices, and if you can't learn from your past mistakes, then you give up your right to make your own decisions about things. This jerk needs to be locked up for the rest of his life. He has now murdered 3 innocent people. My children aren't safe as long as he's not behind bars.

Why, of course, you pay the money, they give the license. Doesn't matter whether you can actually drive, see, read, etc....just pay that money to the KS DMV and you got it.

It just really goes to show how the JUSTICE system can really fail. This whole situation of the other two victims being killed monday could have really been avoided if someone was really doing their JOB. I pray for families that lost loved ones for someone elses carelessness.

Why was he allowed to get a drivers license when he was released from prison? For his crime, he should have NEVER been able to get another one. This is absurd!!!
