Just as no one is forced to start, no one can be forced to stop. As a non-smoker, I say leave the smokers alone. Go after the drunks!

And the misuse of the money will only get WORSE now that Brownback got the state to cut taxes. Where do we think funding for needed programs is going to come from? The rich historically DON'T help the poor....
