Federal Judges' Voting Maps Don't Protect Incumbents

For future Kansas legislators, this year's contentious stalemate over redistricting is likely to represent a memorable lesson in why they won't want to leave it to federal judges.
Legislators failed to pass any legislation to adjust congressional, legislative or State Board of Education districts to account for population shifts over the past decade. The impasse led to a federal lawsuit, and three judges set new district boundaries last week.
When legislators handle redistricting, protecting incumbents is a key issue. But it was a low priority for the federal judges.
Their maps for legislative districts, particularly for the state House, were jaw-droppers. They reset the state's political landscape, paired dozens of legislators for potential incumbent-versus-incumbent contests and made a swarm of new faces likely at the Statehouse next year.
