A local activist says it appears the Wichita City Council is acting in a "pay to play" environment, with many of its votes being a conflict of interest.

Bob Weeks, who blogs for the Voice of Liberty and often criticizes local government, wants a local law put in place that would prohibit council members from voting on an issue that would enrich or grant contracts to their campaign donors.

Campaign finance reports show local developers contributed thousands of dollars to many council members and the mayor in the last election.

"If you want to get a forgivable loan or tax incentives it looks like you have to donate to get a vote," said Weeks. "It sure looks like it, a stain on our community."

The mayor says there is no way he or any of the council members would let someone pay them off for a vote.

"No, that doesn't sway my vote in anyway," said Mayor Carl Brewer. "I don't know who contributes, unless someone brings it to my attention that a contribution was made."

Several local developers on the Douglas Place Hotel project and garage gave money to council members. Last month, the council voted to grant developers incentives to build.

Developers we talked to say they don't expect anything from council members or the mayor if they contribute to their campaigns.
