East High graduate hit by vehicle after ceremony

WICHITA, Kan A Wichita East high school graduate was struck by a vehicle minutes after he took part in graduation ceremonies Sunday evening.

The accident happened around 9 p.m. near Koch Arena. USD 259 spokesperson Susan Arensman said the student was trying to cross at Hillside and 21st Street when he was struck.

"We as drivers have a responsibility to the pedestrian that may be in the street, whether they're making an illegal crossing or not. It is still our responsibility to drive safely," said Peggy Jones-Foxx, who helped the teen.

Joe Phan, 18, was treated at Wesley Medical Center and has since been released.

The driver was arrested for driving with a suspended license.
