The Emergency Accident Reporting Plan is in effect for the city of Wichita following what people are assuming was a tornado struck inside city limits.
Most instances where EARP is used involve slick road conditions, but in a rare twist, a supposed twister caused debris to be thrown into roadways and with most law enforcement officers working storm damaged areas, minor wrecks cannot take priority.
Remember, EARP can only be used when no one is injured, no drugs and alchohol involved and both cars need to be drivable.
