Developer Eyes Goddard For Destination Development

A developer is eyeing an empty tract of land on the east side of Goddard for a huge economic development project. One idea that is being thrown around is an Olympic training village. That's right, and Olympic sports traning facility similar to the one in Colorado Springs.

"That is but one concept that we're looking at," explained Korb Maxwell, of Polsinelli Shughart Law Firm in Kansas City. "The key to this is going through an intense marketing study to find out what has the demand out there in the Midwest that could end up having people drive and come to Goddard."

A big hurdle that will have to be jumped over is to create a STAR bond tax financing district.

"Our thinking is if we can establish a sales tax, then anyone who shops here in town will be helping to pay for our road repairs and our maintenance and our police staff," said Goddard Mayor Marcey Gregory.

Goddard has scheduled a public comment session at the city council meeting on December 17. It's possible the council could opt to put a city-wide sales tax on the April ballot. The STAR bond district would funnel some of that tax money from the development and the nearby Wal-Mart back into the project.

"We obviously have the space and we have people that can be part of the workforce," Gregory said, "so I am delighted that there are businesses that are recognizing that and are indicating that they want to be able to use that."

Maxwell emphasizes the Olympic training village is only an idea at this point. Maxwell and developer Rick Worner spoke to the city council on Monday about the project.

"The real key here is to get a district," Maxwell said. Then we'll do a hardcore marketing study and figure out what exactly we can finance, what is workable, profitable, and something that everybody can be proud of long term."
