In Belle Plaine, Tulips are trying to sprout on almost every corner, most unsuccessfully.
The city wanted to have the tulips in full color for the 28th annual Tulip Times Festival this weekend, but the recent cold temperatures have halted the flower growth, and festival preparation.
"I don't think there's as much hoopla with it," said Belle Plaine resident Kathy Gilbert. "At this time normally we have the city all painted up with tulip pictures, and a little more festive."
The carnival set-up is also behind schedule.
Wednesday's ice storm made it impossible to assemble rides, so Thursday night's carnival might have to be cancelled.
Despite the complications, event organizers say tulips are resilient, and so is the festival.
Activities will take place Friday night, and all day Saturday and Sunday.
