"it was just after rush hour wednesday morning... right under rock road"
It Looks a little strange...seeing cars going right through Kellogg and Rock Road without stopping, but nearly 3 years and 155 million dollars later, it's true.
The first cars that came through waves and smiles... to get to this point"
The Kellogg project began in the early 90's..and has stretched all the way from 111 West to the Turnpike on the east...In all, it's cost about 500 million dollars. Funded by a county wide sales tax, drivers say all the money and construction cones are worth it.
