Make it up to the age of 12 only.
I think the law is good, but agree that it needs to specify the age. People are just dropping them off because they can't take the pressure of being a parent. If you don't want the kids, keep your legs closed or put them up for adoption, don't just leave them without an explanation. They are just kids.
Leave it alone.A 17 year old is still a minor, where would the child end up if he/she had no one to care for them?
