A Kansas board is starting the final phase of deciding who will manage a state-owned casino in Wyandotte and Ford counties.

The Lottery Gaming Facility Review Board was hearing Thursday from its consultants and the three Wyandotte applicants and two Ford applicants. The board votes Friday on the contracts.

The Wyandotte applicants are Golding Gaming, Legends Sun and Kansas Entertainment, which includes Kansas Speedway. Earlier this week, Pinnacle Entertainment withdrew.

The Ford County applicants are Butler National and Dodge City Resort and Gaming.

Last month, the board selected Harrah's Entertainment Inc. for Sumner County and Penn National Gaming Inc. for Cherokee County, but Penn has pulled out.
