Harrah's Is Headed To Mulvane -- But When?
Four review board members voted for Harrah's Mulvane plan. Now the real work begins.

No official ground breaking date has been set, but officials from the city of Mulvane and Harrah's will meet Tuesday to start coming up with a gameplan to make sure the casino opens by 2010.

"As soon as Harrah's can be in business, we would like them to be in business," said Kent Hixson, Mulvane city administrator.

The wait is over as to just which casino Sumner county can expect to see, but now the question is, 'When will Harrah's move in?'

"We are going to get the ball rolling with a meeting with the city of Mulvane on Tuesday," said Kourtney Carson, with Harrah's Kansas. "That's the next big step."

With the casino getting the thumbs up from the Kansas Lottery Gaming Facility Review Board Friday, the attention now turns to officials from the city and Harrah's coming up with a plan to build.

"You could move dirt tomorrow, but to what end?" Hixon says. "You'd better have a plan for it."

City officials will sit down with Harrah's next week along with everyone from financial advisors and engineers. The goal will be to hash out details ranging from infrastructure to the over all timeframe for development.

"You simply approach this like you would any other project," Hixon said. "Just sort of very fundamental and methodical. This is what we do this week, this is what we want to do this week and all towards the 18 month performance period."

"There are some steps and plans for the infrastructure and getting with the engineers and getting that done to get the site prepared," said Carson.

Harrah's is slated to open just two years from now. During the final selection process in Topeka, the board heard from consultants who say because of recent lawsuits there's a chance the casino's start date could be delayed.

"If they were successful in a particular court that certainly could create timeline issues for that project," said one consultant.

But Harrah's says it is confident it will meet the August 2010 grand opening date.

While the casino must still clear a background check by the Kansas Racing and Gaming Commission - a process that could take a couple of months - the city of Mulvane says it plans to move forward immediately.

"We're going to assume that Harrah's will meet all of the criteria for the state and be able to sign that agreement so we're going to proceed as if the project is going to go forward," said Hixson.

The gameplan officials come up with on Tuesday will then be handed over to the city council as to just how best to manage the project development.
