A federal report says locating a new high-security research lab at one of the five locations being considered would cause economic disaster if there was an outbreak of a contagious animal disease.

Manhattan, Kansas, is one of the five sites being considered for the new lab.

The Homeland Security Department says an outbreak of animal disease is extremely low if the lab follows government safety standards.

Still, it calculated that economic losses in an outbreak of foot-and-mouth disease could surpass $4 billion if the lab were built near livestock herds in Kansas or Texas.

The report says any outbreak at one of the five sites would cost substantially more than an outbreak at the existing laboratory in Plum Island, N.Y.
