Construction on West Kellogg is not scheduled to wrap up for two years. Stores along the highway were bracing for a slow down, but they were not expecting business to come to a complete halt.
KFC owner Peggy Schoenhofer says her property is a construction zone. She says business has fallen 75 percent since September when the city unexpectedly closed off her access road from Tyler.
City spokesperson Mike Taylor says the entrance had to be closed because it was causing too many accidents and congestion. He says the city has done everything it can do to balance business interest with public safety and getting construction done in timely way.
Schoenhofer disagrees and plans to let a judge decide who's right and who's wrong.
The city says it is working with the county to see if they can lower Schoenhofer's property taxes to help her financial situation.
