As a former school network manager, these stories interest me a great deal. I believe the accusations againist this woman have been blown out of proportion. Most school districts punish privately and withhold privledges from users for a first time offense and go to the law after a second offense. I agree her actions were unethical and illegal and she should be stopped. However, based on my experience, she is most certainly not the only unauthorized person who has seen student grades. Most people have no idea how available on-line information really is and most user agreements for public domains state that users "can not expect privacy". The grades could probably only be looked at..not changed. Honor student information is usually published in the newspapers anyway. The students who had their grades looked at probably are not as excited about it as whoever is pushing this story.
