Lawmakers are starting to grapple with how to pay for President Barack's Obama's plan to provide health insurance for all Americans.
There are no easy options. Outside estimates put the price tag at $1.5 trillion over 10 years.
On Tuesday, senators were looking at limiting the tax-free status of employer-provided health insurance. Finance Committee Chairman Max Baucus, D-Mont., said he does not want to repeal the tax benefit, but limiting it would make sense.
The final package is likely to include a mix of spending cuts and tax increases. Taxing soft drinks is another option.
