The Democratic leader of the Senate vows that any compromise on a government-wide spending bill won't include any GOP proposals blocking the Environmental Protection Agency from enforcing new regulations on greenhouse gases.

Nevada's Harry Reid told reporters that neither the White House nor Senate Democrats are "going to accept any EPA riders."

Reid was referring to a raft of Republican policy provisions catching a ride on a House-passed government-wide funding bill currently being negotiated in hopes of avoiding a government shutdown next weekend. They include provisions on cleaning up the Chesapeake Bay and shutting down mountaintop mines believed to be causing too much water pollution.
