Park City Planning Commission members recommended the construction of a sandpit, southeast of 61st Street North and Armstrong.
Members unanimously voted to approve the special use recommendation which includes 23 conditions, including limited operating hours and a bi-annual water test to monitor water quality.
More than 30 homeowners and residents attended the meeting and were against the sandpit.
"I don't feel like they're really listening to the public. You don't normally put a sandpit in the middle of an already residential area," Gary McCutcheon, homeowner.
The land is currently used for agricultural purposes but is zoned light industrial.
"The hope would be to realize the highest and best use as either industrial property or as a potential residential property around the sandpit, which is very common in what we see in this market," said Tim Austin, developer's representative.
The City Council will review this recommendation on October 8th. Homeowners at the meeting plan to protest by submitting a petition.
