The assistant police chief in Hutchinson is in hot water after alleged police brutality. The officer accused, Captain Troy Hoover, has been placed on administrative leave after a complaint that he grabbed a 25 year-old man by the neck and told him to stay away from his daughter.
The alleged assault took place late last month. Now, the NAACP is also involved and hopes the situation doesn't simply get swept under the rug.
"They're supposed to be trained professionals and have restraint in issues like that," said Darrell Pope with the Hutchinson chapter of the NAACP.
Hutchinson city officials are not commenting on exactly what punishment has been handed down to Hoover other than to say he's been placed on administrative leave. A complaint was filed with the local chapter of the NAACP after Hoover reportedly confronted 25 year-old Stacy Hem in the police department parking lot, grabbed him by the throat, and ordered him to stay away from his daughter.
"Hem said that he told the captain that he had no interest in his daughter," Pope said, "but that his daughter was a grown woman and could make her own choices."
Hem, who is black, filed the complaint last week at the urging of another police officer who witnessed the incident. He also filed a complaint with the police chief, but when asked what consequences Hoover would face, the city manager said it's a private personnel matter.
"It's an unfortunate incident and the officer involved knows that it was something that he shouldn't have gotten himself involved in," said City manager John Deardorff. "It's an unfortunate set of circumstances that led to the situation."
The KBI is also doing its own investigation, but the NAACP's Pope says if it were any other citizen, it could be considered a criminal matter.
"We'd just like to know that something is actually happening and it isn't just a deal where the fox is watching the chicken house," Pope said. "We hope they don't just do some window dressing and go back to business as usual."
Reno County Sheriff Randy Henderson confirms that his department is preparing a harassment case against Hem regarding Captain Hoover's daughter, who is 18 years-old. Hem does have multiple previous arrests.
