Couple Feels Helpless Unable To Renew Handicap Plates

October 11, 2012 Kansas Department of Revenue Letter:

The Kansas Department of Revenue's Divison of Vehicles recently converted to a new DMV System. Certain functionality, such as the ability to renew some Kansas Disabled Plates within this new system is not readily available at this time.

This letter is to alert Law Enforcement that the individual named above is the receipient of a Kansas Disabled Plate. Due to the missing functionality in the Kansas DMV System, this indivudal is unable to renew the plate at this time.  Please accept this letter as verification that the plate has been appropriately issued and is considered valid by the Kansas Division of Vehicles.

The Division of Vehicles has identified this issue as critical and has placed it at the top of the list for resultion at this time.

After months of frustration, a Wichita couple finally gets a resolution to renew their handicapped license plates today.

"It just got so frustrating that I was in tears most of the days because I couldn't get anything resolved," said Tsianina Davis, who was diagnosed with spinal lumbar stenosis and requires a wheelchair.

In October 2012, the Kansas Department of Revenue sent her a letter to let her know that some Kansas Disabled Plates could not be renewed with the new DMV System. The letter also served as a validation memo.

In April 2013, Davis sent a check to renew her tags, but was sent a rejection letter from the Sedgwick County tag office. It stated that the problem with the new system had not been fixed.

"We got a letter that says we're legal to drive on an expired tag. We were between a rock and a hard place," said Davis.

After numerous times to the tag offices, Davis contacted KAKE News on Thursday. We called the Department of Revenue and within 24 hours, Davis' problem was resolved.

"We're very sorry for the frustration. It's important to remember this is a very, very small fraction of the number of handicap tags. Vast majority of people are actually renewing without any problem," said Jeannine Koranda, spokesperson.

But a bigger problem still looms. The computer problem associated with the October 2012 letter has not been fixed.

"In cases where people have more placards or more license plates than they're allowed by law, it is creating a problem with renewals," said Koranda.

The law allows for either one license plate and one placard or two placards.

"The old system had fewer controls in it, so there was a way in the old system that clerks could actually circumvent that rule and people were issued multiple license plates or multiple placards," said Koranda.

The Department of Revenue continues to work with 3M to fix the problem, but a resolution has not been found.
